Dont know what to say about the trade but for some reason I think Steel being a CBJ is best for his career. In no way is he a suitable replacement for PLD but he can 100% make an impact in Columbus with the line mates he could have there.

zegras has a higher ceiling than PLD. Rakell is an immediate replacement of similar tier, and Steel still looks to be a solid 2C with slight 1C upside
