Clearing waivers doesn't do anything to benefit Deangelo's trade value. It can make depth players more valuable because then the receiving can store them in the minors until they need them, but that clearly isn't the case here.
Deangelo was waived because he's a toxic human being and teammate, and we can assume that the Rangers did everything they could to trade him before taking this drastic measure. He has no value, and I'd bet that he clears waivers because the red flags on him are just so strong.
