Next year

Description
This team needs to change strategy. They need to pick and choose their offseason battles. Every year they have been trying to patch holes for another run. It's just not the way a team should do things. It's like a crack addict always looking for a fix or a gambler always needing just one more hand to turn things around.
Next year is not the time to go all in. The best they can do is RNH. I don't think that gets it done. They should make no big moves, nothing past a 1 year deal on any contract other than what fits the long term plan.

It's the year after that this team should be targeting as a cup run.
They can resign Malkin and Letang for less and afford to bring in Barkov. Who would have a huge impact. They could easily run a cup in 2 years if they are patient in the offseason.
As running Crosby, Barkov and Malkin 18 minutes a night, and the 4th line 6 minutes they could easily tilt ice to the Ozone.
Especially given the forward group of Jake, Rust, Zucker, Kap, and Poulin with them.
If they need cap they can move McCann or Tanev. I would think McCann added to that list above would create 3 very solid lines an no one could really complain about their linemates.

The defense would also be pretty solid as well.

This team can still be competitive next year but honesty the goal should be picking the last shot to swing for the fences.

Probably cost them a sweetener but his play looks decent so I don't think it's too much at this point. We'll see subject to change.

A 4th liner is not a sweetener to take on that Matheson's contract. Not even close. Especially considering that they could just take ZAR if left unprotected.

this is really more dependent on his play.
His play so far is ok.
He had a bad year in 18-19.
    since then it's been ok.
I think there is more value there if it stays that way.
Not saying a sweetener isn't needed, but it's not to the degree of which you think. After all, these are the same voices who thought it would take a 1st to move Gudbranson. It didn't.
Matheson has advantages going for him. He's young, he's been relatively healthy. He keeps his play up and it doesn't cost an arm and a leg.

We're talking here. I'd say they protect Crosby-Malkin-Zucker-Rust-Guentzel-McCann-Kapanen Letang-Dumoulin-Pettersson. Swap McCann for Blueger/Tanev/ZAR if you want. There is no need to take on that Matheson contract whereas a lot of #4 dmen will be left unprotected, and a lot of useful forwards left unprotected on the Pens.

"There is no need to take on that Matheson contract "

This here is where things fall apart. Because teams will select the best player available. And what is available on the penguins is basically a 4th liner or a bottom 4 defenseman.
Now if you are taking best player available, you might very well be looking at selecting Matheson here.
ZAR is often injured. Nost people don't like the Tanev contract vs production, in my opinion he's the best of those 3 options but it's a contract they have to decide if they want knowing the production will be low. Blueger is a 4C who is 26 years old currently and not someone you sign long term or want to get stuck over paying.
The reality is, "useful forwards" is vague here.
This is not a deep team past the top 6. McCann might be the only one of any real value.
There in lies the problem and if Matheson is turning it around, note the "subject to change", he might be the best player they can pick.
Believe me I don't think they are losing sleep over losing ZAR, Tanev or Blueger.
