Spezza likely wouldn't report since he's already publicly said he'd retire if claimed on waivers. No GM would ever even want him in a trade since the likelihood of him actually playing for that team is virtually non-existent.

Also, I'm not expert but I'm fairly certain you aren't allowed to go over the cap by roughly $5m.
