Lafreniere, Kakko, Lundkvist, Schneider, Miller, Kravtsov, Chytil are all 21 and under. Their goalie still counts as a rookie. And theyre short a 2C currently. I dont know who thought the rebuild was finished in 2019

The Rangers did, when they signed Panarin.
They reaffirmed it when they resigned Kreider.
Both times said they were no longer a rebuilding club.

Read some clips from after Panarin signing and Kreider resigning.
I mean, just the headlines say "Rangers end rebuild"

what headlines? what are you talking about?
Panarin and Kreider were steps toward completing a rebuild, not making statements that the rebuild was over.

so your sources are opinion pieces from fan bloggers - point #1 made, thanks.
JD and Gorton said that Phase 1 of the rebuild was complete, not that the rebuild was complete - point #2 made, thanks.

Also worth noting that the Rangers were trying to sell Kreider at the TDL but couldn't get a bite worth moving him for, so they made the decision to keep and sign him.

Give it up, dude!
Can't spend my time researching your team for you...but the whole 'fastest rebuild' was a thing in summer 2019.
The team said they were ready to compete. Said the same when they re-upped Kreider.
The original point remains. 4 straight lottery picks...means they are not competing.

i'm convinced you are the type of person that reads headlines and forms an opinion on the headline rather than the actual story.
a few years back management said that they wanted to remain as competitive as they could throughout the process. being competitive and competing are two different things...

2017/18 - declared rebuild
2018/19 - 1st full season of rebuild
2019/20 - on track to have winning season despite selling off previous season (competing, not competitive)
2020/21 - true last season of rebuild, managing to be competitive with 8 figures worth of dead cap

the lottery pick situation can be spun anyway people want, but lets be honest in 2020 they moved up like 11 spots and in 2019 they moved up 4 spots. they were never in the bottom 5 in the league...

At the trade deadline last season- 2019, just before the stoppage. The Rangers were playing very very well and were on their way to making the playoffs. Regardless they traded a top 4 defenseman (Skjei) to Carolina for a 1st round pick and replaced him in the lineup with Smith. This is obviously not the type of trade a team makes when a team is finished rebuilding.

The only reason the Rangers might have a lottery pick this season (2020) is because they have the youngest team in the NHL and are playing in by far the best division (realigned) in the NHL. Not to mention the top players they have injured. So again they'll probably be sellers at this years TDL. Hoping Blackwell keeps putting up points and playing remarkably well, so we could be offered a great return in trade for him.

Regardless of being sellers again this TDL, the Rangers could still make the playoffs if they make a run when their injured players return. But next season (2021) the Rangers will be expected to make the playoffs even if they are sellers at the TDL. Then the following year (2022) they will be "indestructible". This season is their only chance of being a lottery pick. Though I still believe they will make the playoffs this season.

Many in media, correctly or not, said rebuild was over. JD and Gorton said rebuilding phase was over.
Within a year, they had traded for Trouba, signed Panarin, resigned Trouba and resigned Kreider.
Declared themselves ready to compete.
....only to be followed by 3 straight lottery picks (in this ACGM).

New York papers have the best headlines, the Rangers obviously can't control the headlines. Management never said the rebuild was over. What they clearly said is that it's important to be competitive while rebuilding.

If not you end up like Edmonton in an endless rebuild without making the playoffs. For that to happen you need players like Panarin, Kreider, and Trouba. They've stated many times that they believe it's very important for player development to make the playoffs and have that playoff experience.

Many in media, correctly or not, said rebuild was over. JD and Gorton said rebuilding phase was over. - they said phase one of rebuild was over, not the rebuild.
Within a year, they had traded for Trouba, signed Panarin, resigned Trouba and resigned Kreider. - this happened over the course of a 2.5 year period, not signs of the end of a rebuild but steps in the process of a rebuild.
Declared themselves ready to compete. - who declared what, the media? doesn't mean anything.
....only to be followed by 3 straight lottery picks (in this ACGM). - again, they were never in the bottom 5 in the league, moved up significantly in the draft - "lottery luck"

One-third of the salary cap, for six plus years, given to 3 players, two of which turn 30 this year.

so when teams go through rebuilds, do they not do anything except sell and draft for some period of time and then one offseason they just sign everyone they can, or do they make gradual moves to make the team better long term?

You keep chiming in with salty nothings.
Hilarious jealousy oozing from your pores.
Rebuild over simply means; stop shedding and let team grow, yes with solid vets sprinkled in.
Worry about your little team...
