Who gets taken in expansion

Description
For the sake of this conversation, I only re-signed the NHL level RFAs to 1x1 deals to view them on the roster. Notable UFAs that the caps will most likely re-sign (and might wait til after expansion to do so) include Ovechkin, Sheary, and maybe TVR. If the caps go 7-3-1, who do they protect and who goes?

See, this can get funny. Depends on whether or not Ovi signs an extension or not. If he's not, but we're planning on re-signing him, protect:

Don't protect Ovi. Ovi and Caps can have a deal worked out, but he'll sign after the draft, so in effect his team can protect on more player. Wouldn't protect Oshie...if selected, then you have 5.75m in cap. Again don't protect and you can protect someone else.

That’s my fear. Honestly I wanna see a 50/50 split between Sammy and Vanecek for this season and next season but I don’t think that Seattle passes on a cheap young goalie like Vanecek

Man if Seattle could select Ovechkin thinking they can get him to sign and then watch him walk right back to the caps that would be wonderful

Oshie is going to Seattle. They can't afford him.

Feel like that's not a certainty. There are other contracts (Hagelin, Panik, potentially Jensen) that would be more easily replaced than Oshie's role on the team. Oshie hasn't shown any signs of slowing down recently, and I think by the time his contract is a behemoth, the Caps will likely be in a retool/rebuild anyways.

I don't know. Thing is though no one is going to take the Hagelin,and Panik contracts. Too much for players who have the inability to score. I could see Nick Jensen because he has had a great year so far.

If Oshie does get selected is there any rule that would restrict the Capitals from re-acquiring him with salary retained? He may be overpaid at 5.75 million but he'd be a bargain at 3.5 or 4 million. Obviously the Caps have to add a pretty substantial sweetener but would it even be allowed?
