Who is pashnin and how do the rangers still own his rights since 2009

Please do not make AGM threads for questions like this.

Pashnin was drafted from the KHL, which does not have a transfer agreement with the NHL. Therefore, the Rangers hold his rights indefinitely.

The NHL doesn't have a transfer agreement with Russia, like they do for most of the other hockey countries. When a team drafts a player out of a Russian league (like the Rangers did with Pashnin in 2009) the team's rights to that player never expire, like they would for a player drafted out of say the CHL or NCAA. If you look at the reserve lists of pretty much any NHL team on CF, you'll find a couple 30+ year old players that are still active in the KHL but never came over to North America. I guess an NHL team could give up those rights if they were maxed out on players in the system, but no one ever gets very close to having the max of 90 players they're allowed to have. Leaving those old "prospects" on the reserve list indefinitely is probably just less paperwork, and there's always an off chance one of those guys might want to give the NHL a shot later in their career.
