False. Conditions based on how well a team does in the playoffs are still allowed. The new CBA only disallows conditions based on a player re-singing with a team. So that part of the condition is nullified

Kerfoot and a 2nd is the highest any team should go. Kerfoot being a salary movement with very little value in the trade

I’d say he is a late 1st. But 2nd + is also good, Kerfoot can have some value in the middle 6 and his contract isn’t bad. It’s a good retool
