Pretty easy no from Ottawa. If they can't get more than a 3rd for Dzingel, they should honestly just keep him, and there's not a chance they should go near Kris Russell.

If anything I feel like Russell would bring down the value of the trade. Regardless I doubt he’d waive to come to Ottawa

Russel just there to even out salary. He wouldn't be too bad in Ottawa.
