Every good team is cap strapped. Got to love fans who just want a team to sit on cap space and not maximize their roster. Also, technically they have enough cap to add.

how so?

It's because of the combination of accrued cap space during the year/having no one on LTIR, and the fact that the actual cap hit of a player goes down during the year as well. Couple that with the leafs/teams only carrying 20 skaters because of them having a taxi squad this year. It results in them having the ability to add a player without taking anyone away from the roster. This of course does not include other teams retaining on players, which they will definitely have to do since almost every team that is a buyer is essentially up against the cap.
