Why NHL teams have so many cancerous owners...haven't heard many positives on that regard. Pegula, Dolan, Gaglardi...I'm certain there's some names to add to the list.
There's a laundry list of terrible owners.
As Saskleaf mentioned, Ballard was beyond atrocious. One of the major reasons the Leafs have a 54-year cup drought was because for 15 years he ran the team on a budget. This was among other things, of course. I feel like Toronto is still atoning of their sins of his era.
Tampa Bay has a real fun owner history prior to Vinik. Aside of the carousel of rotating owners, it's believed they were apart of a yakuza money-laundering scheme in the mid 90s. Look up Kokusai Green if you want to know more. Aside from Davidson and now Vinik, everyone else whose been in charge there as run a dumpster fire.
The Rangers are going to be contenders for the next decade or more, and it will be mostly because of Gorton’s work. All they have to do now is hope the new guy doesn’t screw it up.

To be completely fair NYR has also had some huge luck in the two latest drafts. But picks like Miller, Lundkvist etc. are result of very good scouting job, not to mention acquiring assets such as Zibby, Panarin etc.
I'm not counting Fox as a great acquisition because if I recall correctly he basically manhandled CGY and Canes to trade him to Rangers because he wouldn't agree to sign anywhere else. That's not something Gorton had big impact on.

Gorton could have sat in mediocrity for 2-3 years and started to rebuild in the last year or two, miss out on Laffy and Kakko and then get fired because his regime didn’t work. He still got fired but that’s a messy situation. Made a ballsy move and created a future Cup contender

Exactly this. I give huge credit to Gorton for pulling the chute on a team that was in the mix but just didn't have it.

Great GMs separate themselves from the good GMs by the amount of balls they have in a sense.
It's certainly a ballsy move to struggle for a while and build through youth. Especially if you're close to a playoff position.
