Seattle Expansion Draft

I am just curious about all the rules concerning the Seattle Expansion Draft. Namely, how can a team give picks to Seattle in order to not select a certain player. Is there a fixed rule just like the one for the offer sheet (related to contract value) or it is all negotiable. Thanks in advance.

You can negotiate up until a couple days before the expansion draft deals with Seattle, can be a trade on the side or giving up assets to guarantee Seattle takes a certain player.
