With Hedman, McDonagh, Sergachev likely protected, that leaves Cernak as the player Seattle will probably take. So he won't have much trade value before the expansion draft because of that. Cernak is better than Zaitsev, but its either Tampa loses Cernak for nothing or they get a serviceable D-man at half-price who won't get picked by Seattle. Ottawa throws in a sweetener.

TBL will be protecting Cernak over McDonagh.. they would do anything to get nearly $7M in cap space.

They won’t protect McDonagh. He doesn’t have a NMC.

As much as I'd LOVE Cernak, there's just no way that Tampa protects McDonagh over him. McD doesn't have any no move protection, so he can be exposed, and likely isn't going anywhere on that deal.

I really hope Ottawa is willing and able to move on from Zaitsev this offseason. I think there are some intriguing options that will be available to them this offseason in terms of Defensive help, and I think Zaitsev is far and away the biggest point of concern in this lineup. I'd love to see them replace Zaitsev with someone like Alec Martinez or Jason Demers.

Even if TB was going to protect McD over Cernak, numerous teams would offer a better package than that for Cernak

He does not have to be protected. Only players with NMCs need to be protected. They could leave him exposed.

On the Seattle Expansion tool here on CapFriendly it doesn't show that McDonagh would have to be protected. But in a world where he would, I think your trade is pretty decent although I'm sure there is a team like NJD that give a 2nd+ without sending cap back
