This is a move a team makes as their window of competition closes. Not as it opens.
While I feel a couple complimentary moves will help make this a Playoff team next year (as the younger pieces also continue to mature), these last 2 weeks have shown that they aren't quite there yet.
Rangers are loaded with Defensive Prospects, and are very high on Lundkvist (who could quickly rival Reilly Offensively in the near future). Moving him for another Defensemen, on an expiring Contract, makes no sense. They are already paying Trouba. They will be giving Fox (who provides much of their Offense) a hefty raise. There is no room for them to resign Reilly, even if they wanted to.
If the Rangers move high quality pieces, it will be for a Center. Not another Defensemen.
