There should be a rule where if a player is on LTIR for a long period of time, they have to play a minimum amount of NHL games to qualify for the playoffs.

People just like to complain. Other teams use the same system and use LTIR. It’s not like they broke the rules. Plus no one has any proof that guys were healthy when they were out. Plus when dudes have surgery I tend to think things are pretty legitimate. Unless I’m crazy.
