A lot of us expected Parayko to easily step into the no.1 role when Pietrangelo left. And so naturally he went and had his worst season - a back injury kept him out of a bunch of games, and the games he did play were hard to watch him play through it. He could still play his gaps ok and manage his checks, but I tried counting the number of times he carried the puck across either blue line and it wasn't at all what we're used to seeing out of him. The mobility (and confidence to skate out of trouble that comes with it) was probably 50% of normal for him.
I'm not sure if rest or surgery is going to be the best option for him, but I'm sure any teams calling STL would want to wait and see what happens. Blues really need him to get back to 100%. All of that being said, I don't mind the trade value here considering he has 1 yr left on his deal and like you said, the Blues could use a bit of change. Copp would be extremely useful in the Blues system, Samberg is the type of defenseman that could complement our more offensive d-men, although they're all LH and so someone would be pushed over to the right side, which is what makes trading Parayko a challenge.
I think that good players play good hockey with other good players, so it's not a reason to do a deal, but Samberg and Perunovich were roomates at UMD and would make a dynamic pairing.
At the very least, it's an interesting thought. I doubt the Blues front office takes calls on Parayko though. There's a reason they were willing to play hardball and watch Petro walk away, and I don't think it was Justin Faulk who they had in mind to be carrying the defense.
