Hall costs significantly more than 5.5M to sign. Armia likely costs more than 2.6M to sign. I suspect Arizona will want more for Admin Hill (nice target though). Finally, both Neal and Kassian likely need to have salary retained if they’re to be moved.

Luckily, you have the cap space to make some adjustments.

A first is not nearly enough for Detroit to be interested in Neal.

Detroit already have 9 waiver eligible wingers penned in for next year + Raymond and Berggren, that makes Neal not useful as a player.
Detroit got a 2nd round pick for taking on Staal this year. Staal was a player that Detroit needed, he played a position were we were short, a useful player, and it was one year.
For Detroit to take on two years of a player they have no use for you'd have to double the return. Two 1st round picks or a 1st + a very good prospect could possibly do it.

If that's too rich for you then Detroit is happy to let you keep him.

Hall has already stated this week it’s not about term or money he wants a good fit which he’s stated in the past he’d be open to returning to Edmonton where I think he feels he has unfinished business
Value on Hill is probably around a 3rd so I agree they’d probably not be interested in Marody but value is close
I see Armia ranging between 2.5-2.75 so 2.6 is a fair offer
Neal will definitely require more then a first, Seattle might have interest as he has expansion experience say a first and B level prospect
Kassian fits a role the rangers want don’t see the cap hit being a issue with them the same way I dont see the oilers having issues with it as he fills the same role in Edmonton that the rangers want and need.

Kassian is far down the list tbh, unless heavily retained. Deslauriers is the guy I would target first, Reaves, then maybe others that could actually play hockey too. Also, Hall found a good fit where he is now so unlikely he is leaving BOS for EDM.

Because of Neal’s term, you’ll need to add more for the Wings to take on that contract. A young prospect or at least a 2nd, maybe 3rd rounder. I do think Glendening could sign in EDM, but I think he’ll get more than 1.25M. He wants to stay in DET, is a fan favorite and does his job well, and if Stevie doesn’t want to move onto a prospect just yet, he could easily sign him for that price. Plus Kenny will give him more.
