Certainly don't want Foligno at centre or at 3M. Acquiring Shaw and Seabrook does nothing to help the Leafs cap.

LTIR isn't reflected on CFACGM when it's not your own players. It counts against your Cap.

Hawks would want more for Strome, and we don't want those two guys. The LTIR guys are meaningless

I don't understand why people think LTIR is some cheat code for the Leafs? Using LTIR works against you in everyway.

Can someone explain to me how it would work against the leafs?
Isn't it just that they have to have a 'over cap' team in place to get the full relief?

Yes I can. Two ways both revolving around the trade deadline. The first is that you must now take the players full cap hit on, so instead of getting a 5 million dollar player for the 1.8 or so he has left on his salary, you need to have space for the entire 5. The second is very similar, but your capspace will accrue during the season as a result of money already paid out. If you are working in LTIR, cap space stays the same, meaning you are tight up to the cap the entire time. The way cap friendly uses LTIR is not the way it functions in real life.

There is no reason to work in LTIR unless you have to. The Leafs had to for a few years, they no longer have to and should not seek to.

Getting Shaw and Seabrook is essentially giving Chicago money equivalents for Strome.
