It depends on which the the best teams in their division is better whoever is the better one takes on the lowest ranked wildcard and the other team gets the higher one

Correct. So, even if 1 team from each division makes the WC spots, the lower of the two plays the higher of the two division winners.

The most recent example is 2017 in the East. Montreal won the Atlantic and Washington won the Metropolitan and the Presidents' Trophy. NYR was the 1st WC and Toronto was the 2WC ... even though MTL and TOR are in the same division and WSH and NYR are in the same division, Washington played Toronto in round 1 because they were the better of the two division winners, and Toronto was the 2nd WC. So, MTL played NYR.

Basically, as soon as 2 teams make the WC spots, it doesn't matter which division those 2 teams are in.
