Gotta think if Anaheim had interest in offering that type of contract up, it would have happened at, or before the draft.

As a Ducks fan, I'm pretty happy that it didn't happen.

If tyler johnson has a NTC, why would he waive it to go to buffalo?

He doesn't have to. He can be approached and asked, or he can be put on waivers for Buffalo to claim. It's poor form to strongarm a player like that (and good luck ever getting another player to agree to a NTC without a NMC attached), but it's possible.

So essentially they would make a deal like the 6th for cal foote with the stipulation that they take Johnson when he's on waivers

AKA "Future Considerations", yes. It's not an official part of the trade though, it's more of an under-the-table, gentleman's agreement between GM's.
It's a fine line however. Foote for a 6th with Buffalo just happening to claim Johnson on waivers, would come under scrutiny from the NHLPA.
If Tampa got a relatively fair return for Foote however, it's difficult to say Johnson was "part of the trade".

So in principle, it's possible to have a GM agree that they will pick up a player if the other places him on waivers. That's not an issue.
If it looks like you are using that agreement to circumvent a NTC however, the player or NHLPA could (rightfully) file a grievance.
