This is all false information. Roster minimum to meet league standards is 18 skaters and 2 goalies (in fact multiple teams have been over the cap with that roster size and went less skaters and still played regular season games) - you do not have to have 23 players. It's usually used to help when injuries happen and the team is on the road but it is not mandatory. Teams have carried 20 skaters in the past and been fine as a way to help with cap room.

You are correct. 20 man roster. Last year due to some short term injuries and sickness Vegas played a game with 10 forwards and 5 defensemen and two goalies. This was all due to the fact that they were at the cap.limit and had no space to call up replacements. So yes a team can play with less than a full squad, if they have no cap space.
That being said, Wings are not shopping Bertuzzi, but if a team calls they will listen. But they are not trading him for that return. 1st is is not even compatible and 2nd it involves and interdivisional rival, which makes it even more unlikely unless there is an slight over payment, which this clearly is not.
