If last season showed us anything its that teams can get by with a 21 man roster. It was common around the league even with the taxi squads flying around. The Marlies are in Toronto and the Leafs can afford to fly them out if need be. With such loose rules to keep teams at full strength, even if half the team got injured theyd only need to play 1 game with a sub 20 man roster before being able to fill the ranks regardless of cap room.
