Those aren't mutually exclusive. Quick is expensive and not worth his contract hence a cap dump. The sabres have very cheap bad goalies.

I think that they ARE mutually exclusive: any guy who is an upgrade over what you have, by definition, can't be considered a cap dump.

Take Phil Kessel, who is indisputably better than any RW you guys have. He wouldn't be a cap dump even though he's probably overpaid now.

Buffalo is trying to use but semi insulate their young goaltenders. Acquiring Quick's cap hit specially the length makes him a cap dump. Adding quick eats up cap and doesn't win them anymore games than what their current corps offer.
Same thing with Kessel.

I also think the big part of the equation you're missing is that the other team loses its dead weight. That in itself makes them cap dumps
