V5 Rules Document has been completed. Please read all the way through it as many things have changed from V4 and its always good to get a refresher on the rules. You may post your team pages at 9:15est, remember to tag @flamesfan419 in the comments. Do not make any trades yet, as we will wait for all threads and team pages to be done, before we start trading.

Attention GMs

With the game stared the BOG has agreed to open the waiver system.

What you need to know...

-waivers open now and will close Oct 10th at 9pm EST
-you may use this period to assign players to your AHL club
-any players who are "waiver exempt" do not need to go through this process
-teams wishing to place a claim on any waived players please remember you only get 2 for October so think before you act
-we will use last years real life draft order to determine the order
-you must have the contract spot AND roster spot open in order to win a claim, break this rule you lose the claim and the player goes to next in the order
-any player you claim and are awarded MUST remain on your roster OR go through waivers again to be sent to the AHL
-if you win a claim and waive that player again to send down, the team you claimed them from can re-claim that player and it will not count toward the monthly limit (within 3 months)
-you CANNOT trade a waiver claimed player for 3 months without them passing through waivers again first


With the season starting Oct 12th ALL TEAMS MUST BE CAP COMPLIANT NO LATER THAN 11:59:59PM EST OCTOBER 11th

JUST TO CLARIFY:

All players that are waiver-eligible that you DONT want in the NHL have to pass through waivers, even if when you created your team page that player was in the AHL.

For example:
When I created a Montreal acgm to use for the game, players like Xavier Ouellet, Brandon Baddock, Laurent Dauphin were in the AHL. Those players are waiver eligible and have to pass through waivers. They are in the AHL section because CapFriendly predicts that they will clear and play in the AHL. You can check if a player is waiver eligible or not by looking at the official team page MTL team page and seeing if a player has a green arrow or not. If they do not have an arrow and you DONT want them in the NHL they have to go on waivers. You can check if a player is waiver exempt by searching for them here.

Players with a NMC can not be placed on waivers (Price, J. Staal, etc.)

Welcome to the first season of V5! Here’s everything that you need to know and do for the next little while.

SETTING YOUR LINEUP

The first scoring period of October will go through Oct 13 to Nov 13, with rosters on 10/31 will be used for scoring. What does this mean? You need to have a 20 man active roster (18 SKT 2 G) with a maximum of 3 scratches. Your team page on October 31 will be scored with stats from the 13th to the 13th. PLAYERS ON IR WILL NOT BE SCORED so if you have a player that is day to day on IR you might want to move him in your scratches or active lineup.

COACHING STYLES

Somewhere is your description, you must have your coaching style listed. These styles give slight boosts to certain lines so if you have McDavid and Draisaitl on your first line you might want to use top heavy or if you have a stacked top 6 F you might want to have a top 6 heavy style. If you do not have a coaching style in your description you will have the Standard style inputted. For my sake put your style near the top of your description. These are all the styles and what they do:

Standard – aptly named, this is a generic usage strategy for a team that leans on better players but doesn’t break their backs. 10%, 6%, and 4% bonuses to forward lines 1, 2, and 3, respectively. 10% and 6% bonuses to defense pairs 1 and 2, respectively.
Top-Heavy – this strategy is for teams that heavily rely on their top line and top pair. 20% bonus to forward line 1. 20% bonus to defense pair 1.
Balanced – Rolling all four lines and three pairs? 8% bonus to all four forward lines and all three defensive pairs.
Heavy Top6F – self-explanatory, suitable for a team that gets their top 2 lines out there as much as possible. 15% bonuses for forward lines 1 and 2. 6% and 2% bonuses to defense pairs 1 and 2.
Heavy Top4D – you should get it by now… 20% boost to defense pairs 1 and 2. 6% and 2% bonuses for forward lines 1 and 2.

Due to the inactivity from Winnipeg and the announcement of the Buffalo GM leaving, we need to fill the GM spots but not anymore.

Roster lock dates have been changed in order to keep trades frozen for as little time as possible.

November Roster Lock: moved from November 30th to December 3rd 9pm pst
December Roster Lock: no change, December 31st 9pm pst
January Roster Lock: moved from January 31st to January 28th 9pm pst
February Roster Lock: moved from February 28th to February 25th 9pm pst

As a result of recent trades we have decided to adjust the salary retention rules slightly. The basic structure will stay the same, and for those that don't know what it is or need a reminder...

Contracts with 1 year left, 50% maximum retention
Contracts with 2 years left, 25% maximum retention
Contracts with 3 years left, 12.5% maximum retention
Contracts with 4+ years left, BOG approval is needed for any type of retention (similar to BOG watch)

The new rule is that if you want to retain more than the limits above (ex. Ehlers, Hintz, Lafreniere trade) you can send the FULL trade to BOG and we will approve or disprove the trade.
This change goes into effect immediately.

With the NHL adding taxi squads and with the amount of players on protocol and the amount of players that will be eligible for a game score this period, taxi squads have been added in game. They will be implemented as long as they are around in the NHL. Players on the taxi squad will be worth 20% of their original game score. Taxi squads are optional, but why not take the extra points.

If you want to place a player on the taxi squad and they are coming from the NHL, said player must clear waivers before being put on the taxi squad, but if they are coming from the AHL you do not need to place them on waivers. If you want to move a player from the taxi squad to the AHL they do not require waivers.

Taxi squad scoring will be a part of the healthy scratch section, but it will be scored at different weights from scratches. There can be a maximum of 5 players on your taxi squad (any position). You do not need to have a 23 man roster to have a taxi squad, you may have no scratches and a full taxi squad if that’s the way you want to do it.

This change goes into effect now and will be included in December roster lock which will happen this Friday night. If you have any questions please dm a BOG member.

Now that it is the new year the BOG wants to begin RFA negotiations. Each team will be able to negotiate a contract with one upcoming RFA per month for the months of January, February, and March. All remaining RFA's will be negotiated at the end of the season. One BOG member will represent each division in negotiations:

Joe (wadejos1231) : Metro
Rob (V5MapleLeafs) :Central
Dan (ItzMeTaboo) : Atlantic
Nick (nickthehabsfan): Pacific

Some time throughout each month message your corresponding BOG member with your player and offer. Twitter handles are attached above in parenthesis. They will either accept or come back with a counter after a vote by the entire BOG. Once contracts are agreed upon they can be posted in the free agent signing thread. Message any BOG member if you have any questions.

MINOR RULE CHANGE

Effective immediately the process that in-season free agents (ex. Erik Gustaffson, Tuukka Rask, etc.) are signed has been changed. Opposed to the old system where it was a waiver claim, teams will now put in a claim for an INFA in the claim thread if they still have a claim for that month. Then there will be a supervised BOG lottery draw between the teams that claimed said player. Every team will have a fair chance at the player and a win cannot be "taken away", if you win, you have to keep the player.

Example:
Connor McDavid does not sign before the season starts. During the season he signs a contract with the Montreal Canadiens irl. In-game teams will be able to put claims in for McDavid the week that he signed that contract. Edmonton, Montreal, and Toronto put in a claim for him before the deadline. A random draw happens between those 3 teams and the Oilers win. The Oilers would get McDavid at whatever contract he signs for irl.

This rule change is only for in-season UFA's and NOT normal waiver placements.

Every GM must fill this survey out. The new UFA system that we are discussing is based on the ideas to give teams more incentive to go for the playoffs. The new system being talked about goes as following:

All teams get 1 UFA re-sign.
1st round teams - Extra 10% Bonus on UFA bidding, 1 extra FA bonus pt.
2nd Round teams - Extra 15% Bonus on UFA bidding, 2 extra FA bonus pts.
3rd Round teams - Extra 20% Bonus on UFA bidding, 3 extra FA bonus pts.
Stanley Cup teams - Extra UFA Signing, possible bonus, 4 extra FA bonus points.

If 66% of people vote to change the system we will change it.

I think all of this is a must in theory.

•But the % bonus should only be added savings to the bids u win. Or in the case of the free re-signs you negotiate a fair contract, then get the % discount.
•The % are a little extreme, a $10mil player isn't taking a $2mil discount. So ease those back a little
•Same goes w the bonus pts, maybe do 1 for first 2 rounds, 2 for conference finals, 3 for teams in Stanley cup. With the winner still receiving an extra free re-sign(or they work as is if everyone is given more pts to start)

But the idea here is moving in the right direction

ANNOUNCMENT

Every GM has filled out the form above and this is the new system we will be using starting this summer...

All teams get 1 UFA re-sign.
1st round teams - Extra 7.5% Bonus on UFA bidding, 1 extra FA bonus pt.
2nd Round teams - Extra 12% Bonus on UFA bidding, 2 extra FA bonus pts.
3rd Round teams - Extra 18% Bonus on UFA bidding, 3 extra FA bonus pts.
Stanley Cup teams - The option to choose between an extra UFA Re-signing (must be on team by TDL) or an 18% bonus. 4 extra FA bonus points.

Another change is that instead of every team being able to re-sign next year’s re-sign, only the top 20 teams will have the option to do so, which makes playoffs more enticing.

As a refresher this is how UFA bidding works; A team bids 5 x 5 and uses 2 FA bonus points and an 18% discount. The 2 bonus points would make this offer be worth 27 points instead of 25 (5x5). The 18% bonus would add 18% of the bidded contract to this total, in this case 4.5 points. Using all those bonuses, this offer would come out to 31.5 points. The top 3 offers are put in a weighted lottery and a winner is picked.

Form Results

Q1: Should we change the system or keep the old one, which is that every team gets a re-sign, no bonuses, ability to take from next year?
93.8% voted to change

Q2: If we make changes should they go into effect in the 2022 offseason, or in 2023?
71.9% voted for 2022

Q3: If we go with the new system should teams still be able to use next year's re-sign, and forfeit a re-sign next year?
68.8% voted yes

Q4: Follow up to the question above, which teams should be able to take a UFA re-sign from next year?
40.6% voted for top 20 (this was majority)

Q5: Should teams in the final get a bonus in bidding as well or just a free re-sign?
59.4% voted no bonus, but it was brought up we should give teams a choice, which we did.

New thread is posted to allow everyone to see where they fall in the waiver order each month.

Using the in game standings on the final day of each month is what will be used to determine the waiver order for the following month.
This will be reset for each month now until the end of the season.

With Taxi Squads going away in real life, they are also going away in game. If you used a taxi squad this roster lock it will be counted, but starting in February, taxi squads will no longer be used for scoring.

Attention GM's,

Changes are coming to the current BOG group, as both Dan and Rob have decided to step down. Both will be remaining the GM,s of their respective teams. As a result of this, we will be holding a league wide vote to replace them. A Self nomination thread will be made. Any GM that feels they are a fit for the BOG can nominate themselves. You can not nominate another GM. Nominations will be open from today, 2/27, and will close on Friday March 4th at 11:59 EST. Once all nominations are in, we will hold a league wide vote from Saturday March 5th- Wednesday March 9th at 11:59 EST. Results will follow shortly.

BOG self nominations have concluded and now it is time for the vote. There are 7 candidates to choose from this time around. The way the vote will work is that you will rate every candidate on a scale of 1-5 with 1 being "no way", 3 being "neutral", and 5 being "100%". If you are a candidate your self rating will not be counted but the rest of the ratings will be. Don't rank everybody else at 1, your whole ballot will be thrown out in that case. The deadline to vote is Wed March 9th at 11:59 EST.
