I would think Monahan accepts the trade to Buffalo if he then gets traded to Ottawa after

I don't think the Sens would want 2 years of Monahan at 6.8m and give up a first rounder too.
Maybe Monahan's best bet, is being a # 1 C in Buffalo, and reestablish his value for when he becomes a UFA in summer of 2023.

I'll agree with you. But in Ottawa he just might be the 3rd best centre, so even in Ottawa, he would trouble establishing himself as a front line centre.
Just from a "happiness" point of view, the Sabres doesn't seem to be a place any one wants to go. Sad, for the fans. This is what happens when you have had a string of poor GMs making personnel decisions. As a Leaf fan, I know. Leafs went through 12 years? of incompetent GMs before Lou came along.

Switch out the first for a high second and Ottawa considers.

Given the season that Monahan just had.
