If Veleno is playing 4RW then he should just go down and play 1C in the AHL

I think so as well, but maybe Steve doesn't think Veleno will be a C in the league. If that's the case, then in Steve we trust.

Then swap him and Gagner or something — I just don’t like him on the 4th and he looked good this preseason I thought

Khan did say that lines 3 and 4 were in the blender. He said lines 1 and 2 were stable during practice.

Also, someone made a good point. We are just a few minutes from hearing about waiver claims, and a prominent Yzerman draftee was just waived by his former team. Could we see more shifting?

Nope, If Veleno doesn't get at least Top 9 minutes then he'll be sent down to GR. There's noway Veleno is getting 4th line minutes it's a major waste. Give him at least 3rd line minutes or send him down to GR where he gets top line minutes it's that simple.
