Setting aside emotional opinions, I don't even think the value here is right. Ovechkin, as much as the advanced stats crowd likes to **** on him, is still an amazing goal scorer and a player any team would kill to hove on their team. Ovechkin himself would have value around Marner (factoring in Marner's contract and failure to perform in the postseason/away from Matthews), with Ovi probably having a little less due to age. Then you throw in CMM, and you are overpaying for a guy with as bad of a contract and another center that has nowhere to play (best he could be is 3rd line, and it would rob Eller/Dowd of a deserved starting spot. Marner would also clog the RW side, forcing one of Oshie/Sprong/Wilson to play 4th line, which would be a waste of good talent. Finally, this trade isn't even physically possible as the Caps would be multiple million dollars over the cap with no realistic way out without further screwing the team.
