I just came up with an idea.
I read this little story about how the former owners of the New York Islanders, Howard Milstein and Steven Gluckstern, cut the team’s payroll to something insanely low (can’t remember the actual number) to make a profit, which led them to trading away Zigmund Palffy and Trevor Linden, among others. What if you could use that as a punishment? For a team that does something particularly egregious (like what’s happening in Chicago right now) the league cuts their salary cap by a specific amount (let’s say 20 million dollars for the sake of an example). For every other team in the league this year, the cap is the normal $81.5M, but the punished team will have a cap of $61.5M.
