For Burns, the three teams I went with are Dallas, Tampa, and Toronto for these reasons.

Dallas:

Dallas is the closest team to his ranch somewhere in Texas where he goes to kick back and relax during the offseason.

Commuting between Dallas and his ranch should be pretty easy.

Also, Dallas is one of the NHL teams in a jurisdiction with the lowest income taxes, per https://gavingroup.ca/nhl-tax-calculator/

Furthermore, thousands of people migrate from California to Texas every year, one of which was Joe Pavelski.

Tampa:

It is the current Stanley Cup Champion that has won back-to-back cups and that should be the main destination for cup-chasing veterans.

It is also based in the State of Florida, another jurisdiction in the NHL with the lowest income taxes, per https://gavingroup.ca/nhl-tax-calculator/

Toronto:

He's from Southern Ontario and has a cottage somewhere near the city of Barrie, which is about 90 minutes north of Toronto.

He grew up here, played his minor league hockey here, and probably still has some friends and family members who live here as well.

It is also an Original Six team that on some years, is the wealthiest team in the entire NHL.

The Florida Panthers might seem like an attractive destination for Burns, but his contract permits him to only have 3 teams on his trade list.

Also, the Panthers have not won a playoff round in 25 years

Feel free to check out what I think are the trade lists for the other 31 teams in the NHL.
