Perhaps it's the structure. Probably something like:
1st yr: 1.2 mil
2nd yr: 1.3
3rd: 1.4
But, just a guess
Whelp, I was wrong on the structure, but looks as if that was the hold up in confirming the contract.
This structure makes it better for both Dowd and Caps.
