Didn't Mailloux try to withdraw his eligibility for the draft but got drafted anyway?

I don't know if they can just deny from being drafted. He can deny signing though, but being Russian though his rights would remain with the drafting team indefinitely.

Don't think he'd make it past age 19 without being drafted "Any non-North American player can be drafted at any age if they are at least 18 by September 15. If a player is 18, they must declare themselves eligible, but if a player turns 19 by September 15th, they are automatically eligible for selection in the draft.".

You can choose not to declare at age 18, but once you're 19 you automatically become eligible to be picked.

So at eighteen if he doesn’t declare for the draft the caps can sign him

No, he wouldn't be eligible to be signed. Think you have to be passed over in the draft until your jr eligibility expires (so, after your age 20 draft year) just to be eligible to sign. Even then, I'm not sure what the rules with International players are. If what you said was the case, it would create absolute chaos though. The star players in the draft would rarely declare, because why would they want to be drafted by the worst teams in the league?

He went from an 18 point player in the KHL to a 62 point player the next year in the same league. Big improvement jumped off his career.

Kind of a late bloomer. Undersized. The Russian factor is pretty big unknown. I feel like there's a few GM's that just avoid them altogether. Before parting ways with the Ducks, Bob Murray had drafted a total of two Russians over the span of 10+ years. I'd assume that it has something to do with having a "sure thing" (Not neccessarily a good player, but one that the team will be able to sign/develop and see where they get to). With Russians, it's a heck of a lot harder to control a players development when he's in Russia.

He's 100% being drafted, hell McDavid was drafted into the KHL in 2014
