Los Angeles isn't paying more than a third for Brendan Gallagher with 50% retention, and isn't going to pay anything at all for a UFA bottom-pairing defender. You could take Gabe Vilardi out of that deal entirely, and LA would still decline.

Edmonton isn't going to pay their 2021 and 2022 firsts for Carey Price until he proves he can still play at his old level.

Why does Dallas take 2 bad contracts for Klingberg and a 2nd? Calgary, Edmonton, and San Jose all decline as well

I like your thought process but I don't think half these teams make those trades lol. For instance LA, Calgary, Dallas, Toronto and Edmonton likely all pass quite quickly.
