Just my opinion, but the reason Matthews didn't sign long term was because the incompetent Babcock was still the coach.

Karlsson and Stone were leaving their primes and saw the Senators heading into a rebuild. Danault isn't a top player and left a middling team to go to a middling team for more than he should get. Hamilton wasn't going to get enough money from Carolina, St Louis didn't have enough money for Pietrangelo, Trouba wanted out of Canada.

You are connecting dots to Matthews that are not even from the same book. TO has money, is a top team, and zero dead cap that will prevent them from keeping their stars.
