I didn't even finish to read the proposal, when I saw Norris and Sanderson, all I needed to know to turn it down
Matthew Tkachuk : great player (will cost a lot of $$$ though), his brother plays for Ottawa
Monahan, Sean ($3,000,000 retained) : no use for Ottawa (Stutzle, Pinto, White, etc... even if Norris is traded, which won't happen)
2022 2nd round pick (CGY) + 2024 3rd round pick (CGY)
Norris, Joshua + Brown, Connor + Holden, Nick
lol you could have stopped there. Norris is not for trade. 30-40 goals scorers don't grow up on trees. 2 years younger than Tkachuk, won't cost as much too. Connor Brown is an elite 3rd liner, teams know the value of that kind of player (worth a 1st and a very good prospect). Holden is a solid veteran, worth a 3rd round pick
Jake Sanderson is one of the best D-man (if not the best) to not be in the NHL yet. 3 years of ELC : extremely valuable.
And the 2022 1st round pick (OTT) is not even protected.
Even if you remove the lottery pick I am not doing this, not even close.
I mean, Connor Brown and that lottery pick WOULD BE enough in the real world.

I wouldn't do that package for any player. This isn't basketball and it has been proven countless times, this is a team game and 1 player doesn't change things as much as fans would like to think. Look at Toronto/Edmonton who have some of the best players in the world and can't even get past the 1st round (except once for Edmonton)
