No.

Scandella is a cap dump and has 2 more years at that term.
Armia has value, and would fit right into Blues style and at $1.7M

Chiarot is worth a 1st +... Surely Armia and Scandella being involved bridge the gap for Neighbours and a 1st at the very least.

Blues won't be trading Neighbors or Bolduc for a rental. The last time Army did a trade for a rental was in 2014. I don't think Chiarot is what the blues need on defense. They suck at passing and transitioning the puck out of the D Zone and Chiarot is not gonna help with that.
