Aside from the fact that Ottawa has likely zero interest in Scandella and that they have Chabot, Sanderson, Brannstom and Holden all signed next year on the left side already, two extra years at 3.25 is not appealing even if he wanted to waive his NTC for Ottawa. If anything he'd bring the value of the trade down. No need to add Kaspick either. 2nd gets it done.
