I haven't found the logic of why the habs trade edmundson for scandella

they are rebuilding so picks and prospects would help them, Why do you think teams do trades like that?

Perunovich doesn't fit the lightning mold of defenseman 5'9 172. TB's shortest defenseman is Mac at 6;1" and lightest is Jan Rutta at 205lbs.
A meh winger in the K/AHL. Doesn't move the needle.
Barbashev is the only piece TB is even remotely interested in

So after ripping off St Louis by trading Scandella there, we’re now going to send our best defenseman there to get him back when he’s playing even worse than when we sent him there. Hard pass.

2 issues here

1. Edmundson is potentially our interm captain until Zuke or Wright or someone else is ready to take over.

2. Montreal traded Scandella and are not about to trade to get him back when we have young guys ready to step up if given a chance.

If Serg is made available, that offer doesn't get him. Neighbours, Barbashev and Mikkola is in range, or maybe Neighbours, Mikkola and 23oa. An offer like that would be appealing and competitive perhaps with a team like L.A., which I've seen potential offers of Roy, Chromiak and 19oa, or Turcotte+Roy+2nd be on the table. I kind of doubt Brisebois shops him, but if he does, more than a few teams will be interested and Tampa should get a very good return.

In the notes, Barbashev is the main piece. Scandella is likely sent to a 3rd team. I think Barbarshev for Edmundson is a good base for the trade. Other pieces could be added.
