Canucks aren't adding any assets to move Ferland

Arizona needs LTIR'd players with insurance and Ferland has an uninsured contract. Arizona won't take him because they'd have to pay for his entire salary and he wouldn't even be able to play for them.

Arizona will target players with less salary than their cap hit or insured LTIR contracts.

I'm pretty sure that contract is uninsured, so the Yotes would actually have to pay that money to a guy who is never going to play for the team

Also, they only need around $2M to hit the floor, and they still have to sign Crouse and Hayton.

There are seven teams currently over the cap, and several others trying to make room for flexibility to add. Teams are going to have to do something soon. The teams willing to take bad money/cap just have to be patient.

So, no. It doesn't make sense to take a contract without being well-compensated. Teams only have 50 contract spots, 23 roster spots, and have an internal budget. Why waste a contract spot on a mediocre player (or an IR player) for a mid-round pick? Wait to take advantage of a team trying to move a painful contract so you can maximize reward.
