they can literally send foligno down to the AHL and they will be under, not to mention their are lots of team that are well well below the cap floor and they need to reach the cap floor aswell or they get a penalty so ARI has leverage but not that much

There are zero teams below the floor but a lot are over the cap. Arizona has a ton of leverage over teams (Bs aren’t one of them though)
