Necas wasn't arbitration eligible, so his signing doesn't create a buyout window. It looks like he's not going to arbitration eligible for his next contract either -- another reason this signing is good for the team.
Not every arbitration case creates a buyout window. It only happens when the team's last arbitration case is settled. In Carolina's case, that happened when they signed Lajoie on the 6th. The buyout window starts three days later and runs for 48 hours, so they are in it now.
I think the contract is very fair and comparable myself. No complaints from me. And I don't believe mgmt would have allowed this to drag into training camp. They had other business to take care of. They needed to get this done. And now they have even more business to get done.
