One would assume they would have signed him already.

Contract negotiations never take a long time. Not possible they are just trying to figure out AAV and term.

From what I’ve read, there’s been very little communication from Vegas.

I would suspect he is looking at White clouds contract and wanting something at least equal, which Vegas doesn't appear to have. 2.6 mil remaining assuming Nolan Patrick stays on IR the whole season, 1.4 with Patrick back.

I've only seen one individual say there was little communication. Every other report out of Vegas is they aren't sure where things are. Fact is Hague needs to sign before the season starts or he loses out on money.

With the current roster including all 3 goalies it is 2.6M with Patrick counted against the cap and 3.8M after Patrick hits LTIR.

You're current roster is 12 forwards, 6 defense, and three goalies. Assuming you send Thompson down and call up a league min forward to rock 13,7,2 once Hague is signed, the numbers are still the same. Patrick may start the year on LTIR but he likely doesn't stay there all year, so spending that cap space and hoping you have enough LTIR injuries to keep the wheels on the bus is a massive gamble.

Especially if you are RELYING on injuries to stay cap compliant, you should not carry a skeleton crew for the roster.

Patrick's career is over. The MacKinnon hit made sure of that.
