If Matthews leaves Toronto for "Home" it won't be Arizona. That team is just too far away from competing and not guaranteed to even stay in Arizona in the foreseeable future. He's far more likely to go the Johnny Gaudreau route and play close to home. LA Kings, Vegas, Dallas, Anaheim are likely destinations.

Unless Tavares has modular home for retirement in Sun City, Tavares isn't going to Arizona.

No they can't. Offer sheets are garbage and never work. Toronto would just match and trade him for a 2nd to someone else and/or trade him for a 3rd, but to a destination of their choosing out of principal.
