Why would Arizona trade a pick for Samorukov when they can simply grab him on waivers in a couple of days?

If Samorukov's value is zero/neutral that also means that Arizona are trading a 3rd+ for Foegele effectively. That makes no sense given that they'd be taking on a capdump... Arizona should be the ones receiving a pick here.

My theory though is that Holland is working with a team that isn't 1st on the waiver list. Such a team can't just pluck Samorukov off waivers unless they make the only claim.
