Description

Idea from @SevenLeg but with a 23 man roster and ELCs allowed

This probably isnt the optimal roster, I made this pretty quick and left off a lot of good ELCs

(Performance bonuses are under 7.5% of the upper limit so it would still be a valid roster even if they hit every bonus)
