    NCAA players regularly don't sign their ELCs within 2 years. I haven't seen the NHL throwing around 2nd round picks as compensation.

    Johnson was drafted in 2019. Why didn't Buffalo get their compensation in the 2021 draft?

    Exclusive rights retention is stretched until NCAA free agents leave school. That is common knowledge. Nowhere from your link does it say that the compensation is related to rights retention, only that after 2 years, the drafting team gets a draft pick as compensation if he doesn't sign. There is no reference to the CBA at all.

    I have. I just read the NCAA section of the CBA again and haven't found anything to corroborate.
