Detroit isn't going to "step in and retain 15%" on Karlsson for the next 4 years. They are a team that's looking to compete, so it makes no sense to help one of the juggernauts in their division get better even for a 2nd, 3rd, and 4th, not to mention they probably can use the cap space too over those years.
Buffalo would be in the same boat as Detroit which leaves, which leaves teams like Anaheim, Arizona, and Chicago. Perhaps Anaheim might be willing to do it if they think they can manage sacrificing that cap away, but I don't think the latter two would want to give up that retention spot for the next 4 years for a 2nd, 3rd, and 4th.
