It's a complicated process.
First you have to consider all the angles and information to determine if it actually was goaltender interference.
Then you have to review previous rulings for similar judgements which may offer precedent.
Then you have to willfully ignore all of that in favor of game management, standings management, or betting management.
If none of those "managements" apply, then you may issue a fair ruling that accurately reflects the rules.
UNLESS, the referee waved his arms wrong at the time he blew the whistle.
Then you have to find absolute proof using 240p cameras that shoot at 1 frame every 2 seconds, which you won't, because THEY ARE 240p CAMERAS SHOOTING 1 FRAME EVERY 2 SECONDS.
So whatever the ref "thinks" he saw is ultimately correct unless the situation room is willfully ignoring what the evidence shows.
