You HOPE IT'S POSSIBLE to massively overpay for an older defenseman with a bad back and a long, long contract?

I hope Holland is smarter than that. Actually, I know he is. He refused to include Broberg in Chychrun discussions, in part due to the latter's injury history and partly because he has a ton of confidence in Broberg's abilities.

Win now doesn't mean what you think it means. Holland is building a 10+ year window, so he won't be overpaying for Parayko.
