$4.5m of Zaitsev cost a 2nd and 4th to unload on CHI. How is $5m of Bailey a 3rd and a 5th.

The reasoning must be that Zaitsev had a year and a half compared to Bailey’s one year remaining. Also Zaitsev is earning more in actual salary than Bails is.

It's called a "cap dump" because the thing the team doing the dumping needs is cap space. Actual salary isn't relevant. NYI could always just buy him out, nobody's taking that contract for a 3rd.

Zaitsev had 2 years on his contract, is a worse player and the team has to pay more for him

Bailey is so bad the Isles are in the position of bribing someone to take him, I'm not sure "He's a better player than Zaitsev" is relevant here. Are teams lining up to pay $5m in the hopes that he cracks 10 goals or something.
