Philly declines. Frost is more valuable to Philly. Girard is a LHD and Philly already has Provorov, York and Sanheim as their LHD, while they don't really have good young centers. Altough I do expect them to trade Provorov they still have Sanheim and York as their top 4 LHD, so they won't be needing Girard.

Just like Leafs fans trading Marner to Philly in terribly stupid trades, seems like every other Avs team has them making a stupid trade for Girard to the Flyers no matter how many times you say that will never happen

It would hurt to see Dowd go but he is replaceable within the system at the end of the day. I think the capitals would accept

you'd have to think if we didn't move the first during the season for a top 6 players odds are we won't be moving him for a 4C in the off season

There might be plenty of reasons for this deal not to materialize, but Sam Girard has played a significant amount of his career on the right side. It's all good not finding much sense in trading for a guy whose skill set is probably too redundant next to both Provorov and York, but his handedness shouldn't be a factor to an organization that's actually paid attention to him. If they do move Provorov, you might revisit the idea. Definitely don't move Frost, though, he's fun.
